Very appropriately mentioned about the technology vendors. In my last 10 years of working on KM, I agree that culture is a limitation. If people are ready to share, only then can technology bring benefits.

Knowledge is seen as power by many which is why a lot of people do not wish to share it.
We need to breakdown these barriers internally to obtain the benifits of their knowledge

People need individual recognition (by peers or by the enterprise).
Sharing knowledge could be part of the workers' job description and they should be evaluated and remunerated for that. Experts' papers could be published by the enterprise.

Managerial Techniques to Enhance Knowledge Sharing Among Employees in a Company
@Rudy Marianto Kaharmen: An organisation cannot exist without individual competition for self esteem and self actualisation through their individual knowledge base.
To achieve knowledge sharing individually, the organisation has the task of analysing which motivational tools will best motivate this employee, providing individual recognition based on their contribution to idea generation and knowledge base.
And more so by giving them public praise within the organisation during general meetings. In doing of all these, employee would find it more rewarding in sharing their knowledge and ideas, since there are many intrinsic and extrinsic benefits attached to it.
This will enhance efficiency and effectiveness both within the functional and the managerial levels.
