Collective Bargaining: Role of Chairman

In collective bargaining, there are two parties involved - management and union. Hence, it would not be advisable to have a chair, unless agreed by both parties.
Realistically this would not be advisable. The common practice is to have a chief negotiator for each party
. The chief negotiator of each respective panel ensures the participation of his/her respective members to the panel.
