Centralization and Decentralization in Public Administration
This is largely attributable to the type of governance practiced by the public government.
For example, in the Philippines, administrative governance is the rule. Thus, the major accountabilities of the president in public administration is delegated to the heads of various agencies and/or departments. This is supposedly decentralization.
However, informal arrangements brought about by politics may impose centralization in decision making.
