IT Capacity Management at Client Side

I work for a firm where we develop business software. The infrastructure management is outsourced.
My full activity is now dedicated to implement capacity management.
The problem is that I just have monthly reports of my supplier for each technology we use, without any details (average consumption for example for each server which can not help me to have a precise view of the real activities of my services).
I think that the base to implement a process like this is to have an access to a CMIS. Am I right?
I think that the base of my activity is to be able to forecast / check the activity of each service with infrastructure metrics and to define performance metrics for each services(applicative metrics, number of users, pics, variation of performance of transactions).
Do you agree with my points? Do you have other recommendations to start an activity like this without any metrics?
