Replace the word "world" by the "enterprise" and you'll find the correct meaning.


Vision with a Task

Nice slogan! An organization starts its voyage with the boat of "strategy" with its oars (paddles) as tasks and rudder (steering wheel) as control.
Good steering controls and tactical measures to do mid course corrections are needed, else the risk of the boat sinking before reaching the shore of success is high.
