Is strategic intelligence the same concept as that of business intelligence? The only difference I picked up was that strategic intelligence is more military operation kind of thing. But is the concept same? Analyzing past trends to make better decisions?

Strategic intelligence is beyond BI; I mean that the strategy is not only limited to a field of action but in the daily and total life of individuals. Herbert Simon developed a whole theory about decision making, also Gerd Gigerenzer has a complementary proposal for Simon´s.
