How are Organizations Talked Into Existence?

Nelson Phillips and Cliff Oswick mention in an article (Organizational Discourse: Domains, Debates and Directions, 2012) that organizations are 'talked into existence'. I was wondering what this sentence meant.
For example, if we use the status hierarchy between nurses and doctors in hospitals, how do they construct such hierarchy during their everyday discourse?
