The Burke-Litwin model shows the characteristics of a complex system. According to complexity theory, complex systems are non-linear, dynamic, adaptive and sensitive to initial conditions. So human organizations as a complex systems do not respond easily to command-control mechanisms. They are not predictable. That's the challenge of leaders that want to produce organizational change.
