RE BPR in Provincial Council

Hi Dilruk, imo the question is really what are the necessary conditions for to ensure an effective and efficient provincial council.
They have 2 major responsibilities:
1. To effective maintain the infrastructure already created (operations management), and at the same time
2. Make long term plans and timely implement new infrastructure expansion to enable the council to grow (project execution).
is many times that the councils are in their operations both ineffective and waste cash, which leads to less cash available for projects and therefore in most cases there is more demand for project cash than is available which leads to a dilemma to make a choice which projects to do.
If we add to that poor project management and poor project execution than even more cash is wasted and less projects can be done. This then causes a need to increase taxes which when it becomes too high will cause people to move away from the city.
