The Conditions of RBV are Seemingly Non-Complementary

The two limiting conditions for RBV to be earning sustainable supra-normal returns are seemingly non-complementary. Having superior resources (Valuable) is definitely very important / necessary. But, to be protective of these resources (making them Rare, Imperfectly Imitable and Non-Substitutable) would pull down the inherent advantage.
Instead of these resources enjoying protection, they should be competitive against the rest to be sustainable.

Are the Conditions of RBV Non-Complementary

Please elaborate a little further on what you mean with your statement: "The conditions of RBV are seemingly non-complementary". I am having difficulty to understand what you mean by that. Why would being protective of these resources pull down the inherent advantage? Thank you.
