The Organization is a Community
I agree, but the concept of the community should include the formal organization, such as IBM or Microsoft. The US Army considers itself a community of communities and it has increasingly engaged itself in that manner since the reforms of the 1970s.
In addition, the action planning format and protocol the military uses at the squad level up to Secretary of the Army is Action Research. It is useful to remember that Kurt Lewin was a combat vet on the German side during WWI and, as vet myself, I recognized the pattern of inquiry and action in Lewin's model as a general principle.
