7-S within Government

It has come to my attention that the 7-S Model is rarely mentioned in its completeness when strategic session or planning is performed at government level. Could it be that government leadership is either unfamiliar with the concept, or is it that the model is considered insufficient to address challenges faced by state departments?

It depends on whether the government service in a particular country takes a business model as opposed to a public service model. Sometimes it takes time for a concept to cross disciplinary boundaries; for example, Fullan on change is well known in the education field but hardly mentioned in MBA courses (at least to my knowledge). Which is sad, because his ideas on change are certainly relevant to industry and services sectors as well.

5S in Government Development Economies

Governments in a developing economy would rather go for a simple and similar one like the 5S for continuous incremental improvement which Japan has been proudly promoting.
