FSupt Alan N Aladano, D.M., Assistant Regional Director for Operation of BFP – 10, is being introduced by the Master of Ceremony, Ms Norie Estrella of NSO – 10 to the participants of the seminar. The participants are composed of Building Officials representing Mindanao wide.
The Bureau of Fire Protection (BFP) was given the opportunity during the seminar to disseminate the new law in which PD 1185 has just been repealed and replaced by Republic Act 9514 or otherwise known as the “Fire Code of the Philippines of 2008”. One of the Building Officials requested that they may be invited during the conduct of seminar for information dissemination of the new law.
According to FSSupt Eleuterio N Iturriaga, Regional Director of BFP – 10, the new law is yet to be published in national circulation as one of the requirements before its implementation. FSupt Aladano said, that once the National Headquarters gave the go signal then all operating units will immediately enforce RA 9514 and it’s IRR.
Working hand in hand and strengthening the tactical alliance between the two (2) agencies in enforcing the laws is being emphasized by FSupt Aladano. Likewise, he pointed out the issuance of Partial Occupancy Permit by the Building Official in Iligan City to a big establishment wherein there was no issuance of Fire Safety Inspection Certificate (FSIC) by the City Fire Marshal. Worst, said establishment which is still undergoing construction is already engaging business in each floor level.
FSupt Aladano stressed to the Building Officials that although Business Sector generates employment and perhaps economy in the community however, Public Safety is still paramount and must not be compromised than any other things.
Accidents have causes, they just don’t happen. FSupt Aladano reminded them of what happened to Ozone Disco Club Fire in 1996 wherein 160 people died and 310 injured, worst, almost all fatalities were teenagers. In 1991, it was the Assistant City Engineer of Quezon City who signed the Occupancy Permit of the said disco club.
FSupt Aladano talked on the salient provisions of the new law especially on the matter of before, during, and after the construction of building, structure, or facility of how the owner or applicant obtains a Fire Safety Evaluation Clearance (FSEC) from City/Municipal Fire Marshal required for the issuance of Building Permit by the Building Officials, likewise, the Fire safety Inspection Certificate (FSIC) for the issuance of Occupancy Permit. Reiteration was made on the importance of the documentary requirements that an owner must submit including the FALAR 1 and 2.
After the lecture, Engr Isidro Obligado, Building Official of Cagayan de Oro City and President of Philippine Association of Building Official – Misamis Oriental (PABO – Mis Or) gave the Plaque of Appreciation and a token to FSupt Aladano.
