Trans-border US-Mexico collaboration and outsorucing manufacturing has proven to be the key for making American products competitive in the international markets. Outsourcing science and technology is a viable option as well.

- Regional Innovation Systems are defined as “interacting private and public interests, institutions and other organizations functioning according to specific arrangements conducive to the generation, use and dissemination of knowledge"
- Regional Innovation Systems principles can be applied to the border region, not from the cluster perspective, but from the regional planning viewpoint
- Globalization requires mechanisms to maintain international competitiveness
- The United States is in a process of losing competitiveness in many economic and indsutrial sectors
- Outsourcing manufacturing from Mexico is a viable alternative as demonstrated by numerous analyses where Mexico is 25% cheaper than China in outsourcing manufacturing

- In addition, outsourcing scientific research has proven to be effective on specific areas as demonstrated by the SCIENCE AND TECHNOLOGY ENTREPRENEURSHIP COLLABORATION EXPERIENCES AT THE US-MEXICO BORDER REGION by the author. Examples: Materials Corridor Initiative, The Bi-National Sustainability Laboratory, and countless R&D works by the author
- The border region has turned to be a micro experimental campground for outsourcing
- Taking advantage of the opportunities that the two countries have in such a widespread border require further efforts at bi-national level
