Poverty is a Sickness not a Trait

Hardcore poverty in a third world countries is a virus, people are not born with it.

Nowadays governments are spending considerable funds and grants just to eradicate hardcore poverty. But is got worse and the numbers are increasing instead of going down.
It seems we are awarding people who like to be poor and punish who is not. Because of the taxes that the government is charging. They keep on adding tax scheme after scheme.
We claimed that we can eradicate hardcore poverty. Maybe in theory we can, but not in a real life. This is not a question and answers issue, but an action that could and can be done to eradicate it. We need to find what actions can be implemented. A government think tank must live the life of the poor to find a perfect and precisely way to eradicate it.
The poverty has become like a disease outbreak, people in the middle class, usually in rural places, claim to be poor because they are only thinking about what they will gain from the dictation. Which they usually do.
But how about the real poor, usually they are not pleading, walking from one counter to other to request for aid. Due to their lack of education they are not reaching to that level and don;t know about the proper process.
