This work is a case illustration of the conceptual model used to purchase health and social care.By now many of us will be familiar with the words 'fix to fail', the short cut approach to service transformation and organisational change. Procuring Sustainable and Successful Futures is a case illustration that shows how a KRALJIC approach attempted to frame the integration of competing and conflicting models of purchasing, procurement and commisioning between public authorities and other stakeholders. Showing how detailed planning work using the Kraljic Model highlighted the negaitive feedback loops within the overall market structure, showing how personality driven decisional power can fragment an already uncoordinated market place making mitiagation agianst anti-competitive behaviour difficult if not impossible to achieve, although making transparent dyadic and triadic relationship within a market category. The document attached, by ommission, nevertheless shows how this still falls short of actually understanding or identifying wicked messy problems; That an attempt was made to integrate these approaches and align UK health policy on drugs and alcohol has thrown up more than first anticipated.The learning, in highsight and on reflection, demonstrates the inadequacies of applying Prince2 and the risk mitigation approach to kraljic matrix - the up shot essentially closing down an open system and distorting, limiting - yet driving the subsequent decisional options available. The learning? For me its about coming to terms with a denial of limitations and the desire to fix things - when all around is evidence of bounded rationality and unbounded problems. Requisite Variety requires a requisite flexability that a reliance on working within a closed system will not afford. |
