Creating transparency in bureaucratic organisations

Identify major systems in an organisation, cut away the rest and then work transactional

Changing bureaucracies tend to add systems and processes but not remove any. More bureaucracy and complexity is the result. Using Weggeman's organisation model (processes, systems, structures, culture, management style and personell) as a basis, one can review the organisations existing quality systems and procedures and from this review on identify and describe the dominant systems/processes in an organisation. A review of this (still compliant with exisiting procedures) systems, by the consultant but also by the workers in the system, leads to an assessment of the usefullness and acceptance of the systems. This assement provides clear inputs for actualizing and updating major systems/processes in an organisation. Guiding principle in te redesign of the systems is the transactional method of organizing, which in certain bureaucracies still can be considered a 'new' way of working that minimizes bureaucracy. This process leads to more transparency in bureaucracies. Method is being applied on a decentralizing international non-governmental organisation
