performance measurement in an african company

This topic sounds as easy as any other topics under performance management. But it is not easy to implement effectively any apprasal system in the company which is deepily rooted in the african culture. I.e Most African Line managers use any apprasal system as a whipping tool or/and oppressing tool. They tend to enjoy conducting this exercise becuase this is the only time they hold fate of their juniors in their hands. On the other hand, juniors develop a bad attitude towards this exercise. They regard it as an oppressing tool. They hate every bit of it. This makes it almost impossible to effectively implement any apprasal system in a company with african values.
