什么是战略策应? 释义

Venkatraman、Henderson和Oldach提出的战略策应(Strategic Alignment)模型,是一项用以帮助企业实现运营战略与信息化战略相互策应的技术。


Venkatraman和他的同事在1993年提出,企业信息化战略投入的价值难以体现的首要原因在于企业的运营战略与IT战略之间缺少策应关系。 其次是企业缺少一个动态的操作流程来保证运营战略与IT战略之间持久的策应关系。


因此,他们为企业的运营战略与IT战略策应提出了四种主导模式。

  1. 战略执行(Strategy Execution。 这一战略策应模式认为,企业的运营战略既是组织存在的动力,也是企业IT架构的逻辑基础,这是一种传统的、层级的战略管理思维。 企业战略由高管层制定; IT部门只是战略的执行者。 [箭头一]

  2. 技术潜力(Technology Potential。 这一战略策应模式亦认为运营战略是企业动力, 然而它的执行不可缺少IT战略的支持,IT战略既是企业运营的需要,也是企业运营相关IT架构和流程的需要。 企业高管必须具有IT思维,充分认识IT战略对企业运营战略的支持作用,制定出最具支持力度的IT战略。 IT管理人员在此策应模式中角色是企业IT架构的建设者, 他负责设计与外部环境相一致的IT架构(规模、性能以及管控),并负责IT战略的高效运行。 [箭头二]

  3. 竞争潜力(Competitive Potential。 这一战略策应模式从以下三个方面,进一步提升IT的战略地位和作用:

    • 影响新产品和新服务(如,经营范围),
    • 影响关键战略属性(如,特殊性能),
    • 发展新型关系模式(如,运营治理)。

    与前两种模式不同,竞争潜力策应模式主张通过IT战略对原有运营战略进行改造或提升,而前两种模式则视运营战略为既定存在或制约条件。 这一策应模式对企业高管的特殊要求是:企业高管要能够从商业视角审视IT市场的哪些IT技术、IT功能够帮助改变现有的企业治理模式、改变和提升企业的运营战略。 IT管理人员在此模式中扮演分析师、咨询顾问的角色, 他要能够准确把握和阐释IT市场环境、IT技术的发展趋势,IT视角,帮助企业高管发现潜在商机或威胁。 [箭头三]

  4. 服务水准(Service Level。 这一策应模式致力于在组织内部建立世界领先的IT系统,用以提高企业服务水准。 在此模式下,企业运营战略扮演非直接相关的角色。 这一策应模式通常被认为是非常必要的,但却并不能够充分保证企业有效运用IT资源,对快速增长、变化的终端市场(顾客)做出及时、正确的反应。 企业高管在这一模式中扮演的角色是优先排序员(Prioritizer)。 他决定着在企业内部如何对稀缺资源进行有效配置,同时,他也担负着企业资源在IT市场上的配置(合资经营,技术许可经营,少数股权投资,等等)。 在此模式中,IT管理人员作为企业领导团队的一名成员,担负着企业内部运营符合高层指示的特殊使命。 [箭头四]
