路德古利克1892-1992, POSDCORB概念的作者 什么是POSDCORB 释义

1937年,美国社会学家卢瑟·古利克(Luther Gulick)在其与英国管理学权威林德尔·厄威克(Lyndall.Urwick)合编的《管理科学论文集》(Papers on the Science of Administration)一书中,提出了有名的管理七职能论, 并取其每项职能英文单词的首字母而称作POSDCORB,其后,POSDCORB就被用来指称管理七项职能。

  • 计划(Planning。 为了实现组织所设定点目标,制定出待完成事项之纲要及工作方法。
  • 组织(Organizing。 为了实现组织所设定的目标,建立权力的正式机构和组织体系,并以此对各个工作部门加以安排、规定和协调。 比较: Organization Chart[组织结构图]
  • 人事(Staffing。 完整的人事职能包括职员的招募、训练和培养,并为其安排适当的工作条件。 定性与定量工作并行。
  • 指挥(Directing。 是由以下各项组成的一种连续工作:作出决策,并以特殊的和一般的指令使决策具体化,同时作为企业的领导者发挥对下属的督导与关怀作用。
  • 协调(Coordinating。 使不同部门、不同流程之间的工作步调协同,共同实现企业目标。
  • 报告(Reporting。 管理人员应通过记录、调查和检查等办法,使其问责领导与相关下级得到正在进行工作的报告。
  • 预算(Budgeting。 包括各种以财务计划、会计和控制形式出现的预算。

POSDCORB的起源。 历史

古利克和厄威克的管理七职能论是建立法约尔(Fayol)的有关管理过程的观点,即14 Principles of Management[14项管理原则]基础之上的。 (注:1937年,管理学界盛行的主张是管理与政治相分离, 但古利克认为,这二者分离是不可能的。)


POSDCORB的运用。 应用

  • 通过结构化的方式,对管理职能与管理活动进行分析,是管理研究的一个较好的切入点。

POSDCORB的优势。 优点

  • 结构化管理活动,并对其实施有效分析。

POSDCORB的局限。 缺点

  • 马克·摩尔(Mark 摩尔)在其1995年发表的文章(Creating Public Value: Strategic Management in Government)中指出, POSDCORB太过于内向型(Inward Looking)。 在他看来,管理者最为重要的一项工作就是理解和塑造自己的组织环境,并主要(并非唯一)依靠组织的服务工作,将其传递给顾客和客户。
  • 刘易斯·玛瑞姆博士(Dr. Lewis Meriam)指出,POSDCORB中遗漏了一个最为重要的关键字: 知识(Knowledge。 而事实就是,整个管理的过程都与知识相关:规划、组织、指挥。。。 比较: Training Within Industry[业内训练]
  • 对于管理者所应达到的目标(Achievement)没有给予丝毫关注。
