Deming의 관리 적 14명 관점 W. Edwards Deming의 짧은 일대기

W. Edwards Deming은 미국의 통계학자였다. 그는 제조국가로서 일본의 부흥과 전사적 품질관리(TQM)의 고안과 연관되어 있다. Deming 2차 세계대전 후 일본의 인구통계조사를 도와주기 위해 일본에 갔다. 일본에 있는 동안, 일본의 엔지니어들에게 값비싼 기계없이 높은 품질의 제품을 생산할 수 있게 해 준 통계적 프로세스 관리를 가르쳐 주었다. 1960년에 그는 저 국가의 기업에 그의 서비스를 위한 일본 황제에 의해 메달을 수여되었다.

미국으로 돌아온 은 1982년에 "Out of the crisis"란 책이 출간되기 전까지 수년동안 알려지지 않았었다. 이 책에서 Deming 만일 미국의 제조산업에 적용될 경우 미국이 일본에 의한 산업의 침체에서 벗어나게 해줄 것으로 믿었던 14가지 지침을 정리하였다.
 

Deming 품질경영을 위한 14가지 지침은 많은 사람들에게 전사적 품질관리(TQM)을 대표하는 것으로 받아들여지고 있다.
 

Deming의 품질경영을 위한 14가지 지침

  1. 제품과 서비스 개선을 위한 목적의 일관성을 만들어라. 비교: Hoshin Kanri - Policy Deployment [정책전개]. (조직은 장기적인 기획, 연구, 교육에 대한 자원과 제품 및 서비스의 지속적인 디자인개선을 위한 자원을 배분해야 한다).
  2. 새로운 철학을 채택하라. (장애물을 나타내는 정부규제는 제거되야 하고, 기업의 변화해야 한다)
  3. 대량검사에 대한 의존을 폐기하라. (품질은 디자인되어야 하고 프로세스로 구축되어야 한다. 결점을 찾고 결점 발생시 수리하는 것보다는 결점을 예방하라)
  4. 가격만을 기준으로 사업을 평가하는 관행을 폐기하라. (조직은 (단하나의) 공급자와 장기적인 관계를 구축해야 한다)
  5. 제품과 서비스 시스템을 지속적으로 영원히 개선하라. (경영진과 직원들은 품질과 생산성을 개선시키기 위한 방식을 끊임없이 찾아야 한다)
  6. 교육을 제도화하라. (기업내 모든 수준에서 훈련은 선택이 아닌 필수사항이다)
  7. 리더십을 채택하고 구축하라. (매니저들은 감독이 아니라 리더여야 한다)
  8. 두려움을 몰아내라. (직원들이 자신의 아이디어를 표현하고 질문을 던질 수 있을 만큼 여유를 느끼게 하라)
  9. 스탭 영역의 장벽을 허물어라. (팀 작업은 여러 문제를 해결하고 품질과 생산성을 개선시킬 것이다)
  10. 작업장에서 슬로건, 경고문구, 목표를 제거하라. (품질과 생산성 관련 문제는 개인이 아니라 시스템에 의해서 발생한다. 포스터와 슬로건은 좌절과 분노를 만들어낸다)
  11. 관리파트 직원에게 수적인 목표와 작업인력에 수적인 할당을 제거하라. (자신들의 할당량을 달성하기 위해, 사람들은 결점있는 제품을 생산하고 잘못된 보고를 할 것이다)
  12. 직원들로 하여금 업무의 긍지를 빼앗아가는 장벽을 제거하라. (개인적 성과 검토는 성취의 대한 자긍심에 큰 장벽이 된다)
  13. 모든 직원들에게 교육과 스스로의 개선(self-improvement)을 고양시켜라. (모두에게 끊임없는 학습)
  14. 변화를 달성하는 행동을 취하라. (최고경영진과 직원들 양측 모두에 대한 노력이 필요하다)
