Does TM Apply to Organizational Departments Also?

Does the concept of "turnaround management" only applies to organization as a whole, or is it also applicable to an organizational department / product / function which is not performing well for a couple of financial cycles?
In my opinion it should, if the product / service / department etc. is contributing to a major component to the organization's revenue.
Turning around in such a scenario is critical before it becomes an organizational malaise.

Turnaround Management at an Organisational Level

In my opinion the need for turnaround always applies at the local level. It is the result of the collective under-performance of a number of contributing departments or business units that leads to the eventual demise of an organisation.
If you wait until the whole shebang has, or is failing it is probably too late to breath life back into the corpse.
If the organisation has reached that level it is probably better to let corporate darwinism take its course.

Cascading Effect Leading to Turnaround Situation

Agree with the above comment to some extent. However, it can't happen that multiple business units or departments start under-performing at the same time or within short intervals.
It could be some kind of a cascading effect which results into "collective under performance". Signs of under performance may go unnoticed by the management.
A 'tipping point' is reached where no matter how hard one tries, the original status quo cannot be maintained with the existing strategies, tools, processes. And as rightly pointed out, it becomes too late to breath life back.
Hence I sincerely feel that turnaround management should kick in at an early stage at a business unit / department level (which is easy to implement) rather than at an organizational level before it reaches a point-of-no-return stage.
