Is it the staff to be transformed or the business? Staff are the agents for transformation but they are who they are. Developing and convincing people of the compelling reason to follow is transformational leadership.

In response to Harry B. Jones's question above, transformational leadership is a leadership style whereby leaders create and communicate a higher level vision for their constituents, and engage them to buy in to a vision; they influence constituents through mentoring and inspiration, rather than ordering or directing them; the leader challenges constituents with intellectual stimulation, thereby enabling them to solve problems on their own; the transformational leader considers constituents as individuals and treats them with respect; they empower their constituents to take initiative, take risks and make decisions; and they develop the leadership skills in their constituents, so that they, too, become transformational leaders (Houghton & Yoho, 2005).
I wrote my doctoral dissertation on a universal training program for developing transformational leadership after conducting a year-long quantitative study. I hope this is helpful.

The responses to this question have been good. Another way to define transformational leadership is to view this style of leadership as the opposite of transactional leadership.
Transactional leadership is the use of rewards and punishments (transactions) on the part of the leader to influence team members. Transactional leadership is effective in certain situations, but viewed as creating short term gains only.
A transformational leader inspires the team to follow rather than utilizing transactional rewards and punishments. Transformational leadership, because it's focus is on understanding, may take longer to gain results, but is viewed as possessing more long term benefits.
