Spot on Shawn... Really spot on.
In my opinion - and in attempt to answer the second question - I think for the first two things, the marketing and sales department would benefit mostly. R&D department would certainly benefit from [2], [3] and [4] as well.
Senior management would do well to consider [5] very often and embrace it as a standard practice. Oftentimes, conflicting interests and responsibilities have created more harm than good in corporate organizations.
