Strategic change without momentum

Change is not always welcome as it causes stress and is often distrurbing. But it may be necessary to change as a strategy in some cases. So strategic change is desirable but in my opinion it should be smooth and not with much momentum. In Physics we know very well that change of momentum means force and it may have negative reaction as per Newton's third law. So if an organisation decides to have change it should betried to be brought without high momentum. Later when change has set in momentum may be increased for results.

A need cause the change , so the high or the low momentum depends on the need's nature
