As long as the human element in business is considered, and referred to, as a resource, there can be no partnership, or place for it, in strategic decision making.
Resources are inputs that are used and then discarded. If the human element is considered in this light, how can they be treated as equal to management who propose and dispose of resources at their will, with little consideration of the intrinsic value of the resource.
I believe that changing from personnel management to human resource management is a retrograde step and there will always be resistance to acceptance so long as our employees are treated as a resource.

Historically, HR functions were performed by Personnel Departments and the business role was defined as personnel administration.
It was changed to the HR Department as organizations began to consider people as a resource and an asset.
Over the last 50 years, the HR business has become more complicated in terms of its role and scope. I tend to think of the old personnel function as being more transactional and the more modern HR function as being more strategic and transformational.
However, in some cases, organizations and HR professionals will not see any difference. I believe there is a difference.
