Disparaging Appraisal Terms

I recently heard the following terms referring to some office workers: they are "do nothings" and "non-performing investments".

The second one is quite degrading in my opinion. It seems as if they are treated as things. I believe such a line of thought should not be adopted.

Agree such language is disrespectful and not acceptable. However this seems like a management issue or total lack of motivation. Why is lack of performance tolerated? Alternatively what is wrong with the leadership that people do not respect them sufficiently to perform? Are the salaries not fair? The situation needs investigation and correction.
