Appraisal for Future Job?

I am currently studying Project Planning and management . Can a performance appraisal be done to appraise an employee on a job they are not currently holding but are qualified for?

No, a performance appraisal cannot be done before a performance of an employee. A performance appraisal is a reaction to the past periodic deeds and actions of an employee; it cannot be forecasted based on qualifications! The qualifications' certificate/s are in the form of degree/s or diploma/s etc. They portray that the holder is qualified in quantitative terms of class or grades. But a performance appraisal is like a post mortem of the employee's performance or applied qualifications.

According to me performance appraisal is both appraising an employee's past performance and predicting / discussing his potential for future job assignments. Thus, performance appraisal has two parts: a performance assessment and potential assessment.
Hence in that sense if a person possesses the requisite qualification for a particular job, his potential can be appraised even if he is not holding the position currently.

According to career management, employees are evaluated in terms of the training requirement to improve skills and knowledge in line with future performance objectives and the direction the employees want to grow.
That could also be termed a development appraisal.

I think too it can be applicable, because one has to be motivated before getting the actual job.
So develop interest first and when the time comes it becomes easy due to early motives. Current motivation can determine the future.

Certainly not. An appraisal is based strickly on performance i.e. duties or functions that have been carried out.
Any project that has been assigned to a worker must have been executive during a given period of time before an appraisal is done.

Of course. Performance appraisal cannot be done before the performance of an employee. But an appraisal done for the past year can give us valid predictions of his potential which is beyond a person's current responsibility. If a person has the ability to complete his assignments effectively when compared to others, then he will become eligible for higher assignments. We can further validate this with competency assessment.
