The Context Determines BOS or ROS

A good strategy is a winning strategy. So in some circumstances we need to use BOS and in some other ROS fits better. The context makes the choice and not the contrary.

When you have decided to grow, you look for new avenues. When you are satisfied and you'd like to stay in the place where you are, then there may be many others who will compete with you and you struggle to strive after sometime. Who moved my cheese? has spelled out this phenomena.
BOS is always good. Since the colour blue will mesmerize human, we keep away from it.
The color red is always used for alert signal, we tend to remain there. Have a holistic view of the situation and try to use the suitable method.

Organisations need to expand their market by developing new offerings and new channels. On the other hand, this is a very costly approach both in terms of time and resources.
Whilst organisations can, for instance, exploit technology to reach new markets and/or create new value for the current markets, the competitive landscape is simultaneously growing and becoming more innovative.
It is therefore prudent to apply ROS strategies to understand what others in your industry are doing, and to also gauge what your market is in demand of. Staying relevant to the present whilst creating value for the future is the ultimate balance between the two approaches.

I agree with the healthy mix of BOS and ROS.
We try to analyze what is present and the immediate future to overcome difficulties in the market where our competitors are. Once analysis is done, we always have the tendency to explore possibilities of innovation. Innovate to survive is another point we need to keep in mind while deciding the strategies.
On many business fronts, we are made to change the course of business with new technology, new product, new market, new type of customers. Here comes the role of BOS.
Hence, I agree with your point of having a justifiable mix of ROS followed by BOS.
