Leading Diversity

Hi everyone, I am a PhD student in Management (Diversity) and at the early stage of my research. I will be looking at one of South Africa's post Apartheid transformation program, BBBEE, whose overall aim is to give opportunity to the previously disadvantaged individuals to build its growing economy.
The objectives of this initiative are similar to primary dimension of diversity. However there have been so many controversies around the Act about it's true motive and practicality of achieving its aim. My research however will be evaluating BBBEE right now; the Act, its implementation, how far it promotes leading Diversity or best practice for leading Diversity. Does it promote diversity, neutral or counter productive.
My research will also be taking a previous research on Leading Diversity further by Christoph Maier. He looks at diversity as a variety of kaleidoscopes present in a group of human beings and conceptualized a framework for leading Diversity (Diversity Dice) as the rational, emotional and spiritual guidance and facilitation of the social construction of a reality that reveals, accommodates and utilizes a variety of kaleidoscopes.
Hence my research will verify and further explain this framework. BBBEE will be tested for elements of leading Diversity using what I refer to as Maier Diversity Dice (modified). Sample for empirical data is purposive and sample size for interviews and survey will be systematically determined from top scoring 100 BEE companies as provided by EmpowerDex (a South African research agency that assesses BEE score for companies). This a further step from Maier's methodology of a case study to justify generalization of findings.

Your work should be interesting evaluating the difference between the BBBEE and the Narrow Based Empowerment (NBE) system. The logic behind both, as well and the timeliness of both, may be critical to your research.
Suggest you also look at the history of economic success on a global basis to determine drivers of success in other or similar economic systems. At a very cursive position I think you may find a common practice of the NBE versus the BBBEE system. If you can recommend anything that would make a system like BBBEE work, without being considered communism or socialism, I would be and the world will be very interested.
