Does management restructure the organization at this point and continue to move forward or will the rapid pace of technology lead to too much growth wherein the organization is biting more than they can chew?

I would start with the following question: "What was their originating model for structuring: functional or process?
If an organization has structured functionally, restructuring in phase 6 might be a correct solution because building alliances could add too much complexity to the organization - alliances touch too many parts of the company for adequate coordination.
If structured around core processes, it would be additive because alliances are a core process.
