Moving Cultural Intelligence to Practice: Requiring a Minimum CQ for Certain Professions?

There's plenty of amazing ideas, thought leadership, and unique perspectives in some of these discussion threads. Who is interested in collaborating on moving some of this into practice? Here are just 3 suggested scenarios (use cases) where we might want to get started:
Scenario 1: anyone involved in negotiations should possess a certified score of what? (combined quotient of?). It might be interesting to assess these metrics for all parties involved in negotiations (of any kind) to see what blended measure assures the best results (for all parties).
Scenario 2: It might be interesting to assess the blended measure for educators versus teachers (note: only a few possess the talent to teach... Most are merely qualified to educate). Part of the quotient here may also include additional measures associated with Lateral Thinking (creative quotient).
Scenario 3: might be interesting to base a general election on leaders with minimum (certified) quotients of intelligence so as not to simply rely upon a degree in law or experience in public service.
