How to Develop Leadership Competencies?

A lot of books and articles by various authors have been written about certain competencies being essential for effective leadership. Less is written about how organizations can actually develop these competencies.
My question is: how can critical competencies for leaders be developed?

I am also confused on how to develop these competencies in my coworkers who have to be the leaders in the projects.
I know that they are really professional in their work, and they are really committed to the organization, but I have also observed that they, well we, could really increase the achievement in the goals if we could really get the coworkers to commit more with quality in their work.
I have been thinking that one of the reasons for this lack of leadership is because communication is not quite effective and because some managers don't like to evaluate their team.
Neither do they consider feedback reunions with managers from other areas or with their own work teams important.

Hi Naven, Having been involved in the 'leadership development' field for quite a number of years, including 2 years at a military academy with young officers, I believe that leaders are born and you can't put there what isn't there to begin with. They either have those competencies or they don't and if they do, you develop them through effective coaching and mentoring.
Training will only provide them with additional knowledge. How they use that knowledge is the key. Companies waste millions of dollars in leadership development programs when all they are doing is teaching management theory. Leaders know what needs to be done and they get on and do it.

I agree with Bill Richards when he said that leaders are born. My organization is focused on talent and capability development. The management is committed on training the people. We have been training them the same things over and over but they keep forgetting it - or they don't get it. In the end they point fingers and blame those who remember and apply the things they have learned.
Companies need to accept that NOT ALL CAN BE LEADERS - and not all have the competencies. Competencies are also honed and developed through time and experience. The best way to develop leadership competencies is to get them in the field - make them do work - actual work.
