Financial Strategies to Corporate Social Responsibility?

CSR is also about dynamic innovation... One such aspect I was wondering is - could there be any innovation on the finance side - in general at least in emerging economies. The funding for the social sector from the government suffers from lack of transparency both in the fund allocation as well as its use. Suppose a municipality wants to build a school and a corporate wants to invest in a CSR initiative of schooling, can they then work together? For example the corporation invests in specific municipal bonds issued for purpose of building school-with corporate support during construction and operation of school? This can be risk-covered by identified (e.g. tax) revenue streams of the state to the extent of municipal bond obligations...
This may result in more effectiveness in sources and uses. Is there any research along similar lines - would be grateful for any pointers!
