I always thought (even in the 4 P model) publicity was a sub-category under promotion (along with direct/indirect sales, advertising...).

IMHO publicity and public relations are indeed sub-sets of the Promotion element of the Marketing Mix, and any attempt to promote them unnecessarily complicates the issue of marketing strategy.
